Rules and Regulations
A. DEFINITIONS
Member: A lot owner who is in good standing with Lake Forest Association
Immediate Family: A member’s spouse, member's children, and member’s parents
Guest: Persons invited by the member to access and use Lake Forest common areas.
Common Areas: The lake and all lands owned by the Association, excluding roads.
B. MEMBER RESPONSIBILITIES
1. Members are responsible for:
a. The protection and preservation of Association property and facilities against damage, destruction, vandalism and unauthorized entry.
b. Respecting the property rights of others, including the Association, at all times.
c. Their actions and the actions of their relatives or guests while within the confines of Lake Forest, including strict compliance with the rules,
regulations and restrictions.
d. Notifying any officer of the Association of observed violations of the rules, regulations or restrictions and providing sufficient pertinent information so
that corrective action may be taken.
2. Violations of rules, regulations or restrictions may result in action being taken to fine the member $150 for the first infraction, or $300 for each
subsequent infraction, in addition to any other disciplinary action that may be provided for in the Association's by-laws.
C. ACCESS TO LAKE FOREST
1. Access to Lake Forest is limited to members, their immediate families, and invited guests. NOTE: AS OF 07.14.15 MEMBERS MAY INVITE
RELATIVES AND GUESTS TO ACCESS AND USE THE COMMON AREAS, HOWEVER THEY MUST BE ACCOMPANIED BY A MEMBER
WHILE IN THE COMMON AREA.
2. Members may obtain key card/decal sets by submitting an application form for each key card/decal set desired and providing a deposit for each set,
as follows: First card - no deposit required, Second card - $10 deposit, Additional cards - $25 deposit each
3. Key cards for commercial delivery, real estate agents, utility, construction or fire/rescue and law enforcement organizations shall be assigned and
issued by the Treasurer.
4. The member is solely responsible for issuing assigned key cards to the person(s) designated on the individual application and ensuring its proper
custody and use.
5. Key cards shall remain in the possession of the person listed on the application. Decals shall be displayed on the inside of the front window.
6. Members shall return all assigned key cards/decals and receive a refund of all deposits whenever Association membership is relinquished or
terminated for any reason.
7. Members shall immediately report any lost or stolen key cards or decals to the Treasurer.
D. GATE PROCEDURES & VEHICLE OPERATIONS
1. When entering the electric gate make sure that it closes behind you. If the gate malfunctions contact any member of the Building & Grounds
Committee to report the malfunction. The person who cycles open the gate shall make a good faith effort to ensure that any vehicles entering during
that cycle displays a decal.
2. A maximum speed of 15 MPH shall be observed at all times and caution should be exercised on curves for possible oncoming traffic.
3. No motorized vehicles may be operated for recreational purposes (joy-riding) on Lake Forest roads or common areas. Bicycles may be operated on
roads; however, except for maintenance equipment, no vehicles of any kind may be operated on the walking trail.
4. Except for maintenance vehicles, no vehicles are permitted on the dam, access roads to the dam, or walking path.
E. USE OF LAKE FOREST COMMON AREAS
1. Members and their immediate family may access and use the lake and common areas subject to the restrictions established for each area.
2. Members may invite relatives and guests to access and use the common areas. NOTE: AS OF 07.14.15 MEMBERS MAY INVITE
RELATIVES AND GUESTS TO ACCESS AND USE THE COMMON AREAS, HOWEVER THEY MUST BE ACCOMPANIED BY A MEMBER
WHILE IN THE COMMON AREA.
3. All members, relatives and guests shall refrain from littering and are expected to clean up the area after each use.
4. Fishing Lake and Pond
a. Fishing rules are applicable to all fishermen. ALL BASS shall be released. The daily limit on catfish and trout is three (3) each
per person/per day. Fishing with trotlines or jugs is prohibited.
b. A member may invite a maximum of three (3) guests, excluding members of the immediate family, at any one time.
c. Boats must be registered with the Association, prominently display the lot number, and have a life preserver on board for each person.
d. Power for boats is limited to electric trolling motors.
e. All persons shall cooperate with any officer of Lake Forest Association when a request is made to visually verify fish catches and ensure
compliance with restrictions. Failure to cooperate will be considered a violation of the restrictions.
5. Camping
a. Use of camping trailers, motor homes and tents is permitted in the camping area near the beach house. Reservations are required from the
Chairman of the Recreation Committee or other person designated by the board. A daily fee of $5.00 shall be collected for those persons requiring
the use of electricity. A daily fee of $2.00 will be collected for campers who do not use electricity. Campers are limited to fourteen (14) consecutive
days camping.
b. Members may temporarily place a travel trailer, motor home or tent on their own lot to camp for up to two consecutive weeks; however, it shall not be
used as a residence or a weekend retreat.
6. Picnic and Beach areas
Exceptions to the following rules, for family gatherings only, may be approved by the Board of Directors. as of 9.9.95
a. Members desiring to entertain groups may do so only on Monday through Friday and the number shall be limited to thirty (30). Prior notice and
approval are required of the Recreation Committee Chairperson. The presence of a member or his/her immediate family is required at any and
all areas where a group is present.
b. On Saturdays, Sundays and Holidays, members may invite up to twelve (12) guests and not occupy more than two (2) tables.
c. At all times, use of more than two (2) picnic tables requires coordination and approval of the Chairman of the Recreation Committee.
F. GENERAL REGULATIONS
1. Unless specifically authorized by the Board of Directors, no person shall:
a. Cut down any trees on Association land.
b. Hunt, trap, discharge any firearm (including BB or air guns), or use bow and arrows or other hunting weapons within the confines of Lake Forest.
c. Engage in the husbandry of animals or fowl within the confines of Lake Forest.
d. All domestic animals must be on a leash and under the owner’s control while on Association lands and roads.
e. Erect any permanent or temporary structure of any kind on his/her lot.
2. All lots with houses shall display the lot number.
3. An area is set aside on the east side of South Forest Drive, near the clubhouse drive, for members to dispose of trees or limbs for controlled burning.
Building materials of any kind are not to be disposed of within the confines of Lake Forest.
4. Gardening in the common areas is permitted only in the plot established southeast of the maintenance building. Use of this area will be assigned and
supervised by the Board of Directors.
5. No person, while operating a motor vehicle of any kind on Lake Forest roads or property shall do so while under the influence of alcohol or any illegal
drug.
